Eulogy Philip was born on 18 April 1954 at Tresilian Hospital in Nedlands. His parents, Rod and Shirley Moon had three children, Robyn, Philip and Vicki. Rod was employed by the Customs Department and the family spent much of Philip’s early childhood in various parts of the country as a result of that employment.
